The La Grande School District is moving forward with updates to our Personal Electronic Devices (PEDs) policy, in line with Governor Tina Kotek’s Executive Order 25-09, which requires all Oregon public schools to restrict the use of devices such as cell phones, smartwatches, and earbuds during the school day. This law is designed to reduce distractions, improve student mental health, and create stronger learning environments across the state.

In line with the Governor’s Executive Order, LGSD is refining—not reinventing—our approach. For the past three school years, cell phone use during instructional time has already been restricted districtwide, including at the high school. The new updates at LHS bring greater consistency by standardizing device storage (backpacks/lockers, not on the person), clarifying open-campus expectations, and outlining progressive consequences.

Key Updates at La Grande High School

  • Definition: Personal Electronic Devices (PEDs) are any portable device capable of calls, texts, or internet use, including headphones/earbuds. Laptops or devices required for academics are excluded.

  • Storage: Devices may not be kept on a student’s person or in clothing during instructional hours. They must be stored in a backpack or locker.

  • Exceptions: Families may request an exemption for documented medical needs, an IEP, or a 504 Plan. Requests will be reviewed within 10 school days, and staff will be notified if an exemption is granted.

  • Academic Use: Laptops/Chromebooks may be used when a teacher directs them for class-related activities.

  • Discipline:

    • First instance: Device is held until the end of the day; parents notified.

    • Second instance: Device is held again; parents contacted and a meeting scheduled.

    • Further violations: Additional consequences determined by dministration, with a focus on keeping students engaged in class and learning.
